* General objective: By the year of 2025, completing the investigation and assessment of the status of marine stock, adjusting the structure of fishing boat fleet and quota allocation for the fleet of fishing coastal and inshore boats in water area in Hai Phong; change fishing gears for fishermen whose fishing activities are prohibited as well as causing harmfulness stock and the environment, gradually promoting fisheries in Hai Phong more effectively, sustainably and responsibly. * Specific objectives - Period from 2020-2021: i) Assess the current status of marine stock in coastal and offshore waters in Hai Phong city; ii) Assess the fishing capacity by all fishing gears in coastal and offshore waters existed in Hai Phong city; iii) Propose to rearrange the structure of fishing fisheries, allocate appropriate quotas for fishing fleets in coastal and offshore waters in Hai Phong city; iv) Propose solutions on organization, management, mechanisms and policies for developing fishing fleets in coastal and offshore waters in Hai Phong city following a sustainable direction in accordance with the reserves of marine stock. - Period from 2022 - 2025: i) Promulgate and organize the implementation of mechanisms and policies on developing fishing fleets in coastal and offshore waters in Hai Phong city following a sustainable direction in accordance with the reserves of marine stock; ii) Issue and implement policies to convert fishing fisheries for coastal and offshore water areas; iii) By 2025, complete the rearrangement of the structure of fishing boats and gears in coastal and offshore areas according to the proposed fishing quotas. * Content: - Content 1: Assessment of natural and socio-economic conditions and the status of fishing boats and gears in Hai Phong city - Content 2: Investigation and assessment the status of aquatic stock in the sea areas (coastal and offshore areas) in Hai Phong city - Content 3: Research and propose licensing quotas for fishing in inshore and coastal areas and solutions to rearrange the structure of fishing boats and gears in accordance with the reserves of marine stock in coastal and inshore areas in Hai Phong city - Content 4: Research and propose solutions on organization, management, mechanisms and policies for development the fleets of fishing boats operating in coastal and inshore areas in Hai Phong city following sustainable trend in accordance with the reserves of marine stock - Content 5: Develop and complete the "Project for the conversion of fishing fisheries in Hai Phong city by the year of 2025”
